The final point is a very important one.

Rating doesn't determine protective actions
Protective actions don't determine rating

The definitions of the levels are in terms of amount released, not actions taken. Don’t make the mistake of rating the event because certain actions have been taken.

As it is given on page 18 of the Manual for a Level 5 event:

Some protective action will probably be required (e.g. evacuation)

However, an event is only rated at Level 5 if it meets the release criteria we have been considering in this section.
